Mr. Ha Ha is the clown mascot of Mr. Ha Ha's Hog Dog Hacienda.

Mr Ha Ha is the host of the restaurant who does the Birthday Celebrations, however throughout the time he appears he promotes the menu which is seen in the fact his jingle has the price of the Hot Dog added. The Girls are there for Dorothy's Birthday with Rose thinking it might clear her up from her dislike of birthdays despite the place better catered to Rose's birthday.
Ha Ha's second appearance has him rounding up the birthday guests to come up on stage, Dorothy pleads to Rose that she didn't tell them but she did, with Dorothy being chanted on stage by Mr. Ha Ha. She joins Bobby and Jeannie but when Ha Ha reveals their age Dorothy threatens to harm him so he calls her "the oldest" then he forces her to wear a hat and parade around the other kids, she makes him end it warning him she saw his car. With that Ha Ha gives Dorothy her free hot fudge sundae with a candle, Dorothy refuses and so Ha Ha gets her back by mocking her as a cranky old woman. She considered pieing him but he warned her that he would sue her with the Music man having a lawyer as a brother, also mentioning that it would be immature for someone her age to do, but Bobby steps in and pies Ha Ha and says Dorothy a Happy Birthday, much to her amusement.
